It allows the civil (user) to instantly connect to an emergency official and gives that official data, tech and processes to tackle problems. Information taken from phone data feeds, satellite feeds, public camera feeds, and a few others give the officials access to relevant information to aide them. Some of the problems that's being targeted is murders, robberies, mass shootings, kidnapping, and the sex and slave trade. Some of these crimes could become virtually impossible to get away with or even execute.
